Oliviero Casale: a global leader in GovTech innovation from Italy


In a significant achievement for the Italian community of Scauri and the broader realm of public innovation, Oliviero Casale has been recognized among the top global leaders in GovTech, the innovative sector dedicated to transforming government services and governance models. Casale, an expert in organizational systems and sustainable innovation, has secured the 9th position worldwide in the “Top 50 Global Thought Leaders and Influencers on GovTech 2025,” published by Thinkers360™, an international platform dedicated to strategic thinking across advanced governance sectors.

This prestigious recognition places Casale among internationally renowned figures, acknowledging his dedication to promoting organizational models rooted in the common good, resilience, and sustainability – principles he has articulated within his framework known as Paradigma 5.0. His work emphasizes the importance of innovative approaches that prioritize societal well-being, systemic resilience, and environmental sustainability in public administration.

Casale’s active participation extends beyond local initiatives. He is involved in the development of international standards through his engagement with ISO/TC 279, contributing to the ISO 56000 series on innovation management. At the European level, he serves as an Innovation Manager for UniProfessioni and participates in the Community of Practice on Industry 5.0, promoted by the European Commission’s DG Research & Innovation. In this role, the company helps shape the conceptual and normative foundations of Industry 5.0, emphasizing how innovation can generate social impacts that foster inclusion, intergenerational equity, and community resilience.

Casale is also a member of the Board of the Communia Foundation, which promotes the Permanent Network for Common Goods. This platform involves experts, citizens, and institutions in rethinking governance models and collective value sharing, emphasizing the importance of the common good as a means to ensure social inclusion and sustainable development.
